Judicial career

Justice Libman was appointed to the Ontario Court of Justice in 1996. He served as Chair of the Rules Committee of the Ontario Court of Justice, and he is a recognized authority on the rules of court and on regulatory offences.

Before the bench

Justice Libman was called to the bar in 1982. He worked as an Assistant Crown Attorney and later as Crown Counsel, arguing trials and appeals and appearing at all levels of court in Ontario and before the Supreme Court of Canada. He was designated a certified specialist in criminal law by the Law Society of Ontario.

Teaching

Justice Libman is an adjunct professor at Osgoode Hall Law School, York University, where his teaching includes criminal law and regulatory offences. He has also taught criminal and business law courses at Bond University (Gold Coast, Australia), Humber College and Toronto Metropolitan University.

He is also Director of the Osgoode Professional Development certificate courses on Provincial Offences Court Practice and on Handling Summary Conviction Offence Cases.

NCA exam teaching

Justice Libman has taught NCA accredited courses for over 15 years, in subjects including criminal law, constitutional law, administrative law, professional responsibility and foundations of Canadian law. He has taught NCA courses at the University of Toronto, Bond University and Canadian Career Education College, the parent college of CPD House.

His CPD House courses focus on how to read an NCA fact pattern, spot the issues, apply the law and write a clear, structured exam answer.
